Senior Vice President Business Development, Contracts & Capture

Mr. Waugh is Senior Vice President Business Development, Contracts & Capture at Duty First Consulting. He has extensive experience in the transformation of businesses and government agencies through strategic consulting and large-scale system implementation.

He has successfully managed the implementation of multiple large, global enterprise systems and has helped transform and improve the processes and systems used to deliver benefits to our nation’s Veterans. At Duty First Consulting, Mr. Waugh leverages both his technical and business experience to provide leadership in support of Veterans Affairs’ most critical initiatives.

Mr. Waugh joins the Duty First team from MITRE, a not-for-profit with expertise in systems engineering, information technology, operational concepts, and enterprise modernization, which manages federally funded research and development centers (FFRDCs). As a Portfolio Manager and Lead Systems Engineer for MITRE’s Center for Connected Government (CCG), he provided management, analyst and systems engineering services at Veterans Affairs over the past six years. Other roles at MITRE included support of Customs and Border Protection, Department of Health and Human Services, Internal Revenue Service, Department of the Interior, and U.S. Census Bureau.
